Empowered Communities identifies naturally occurring affordable housing with in-place rents at 80% AMI or below through our project sourcing system and the network we’ve built over 12 years in the space. We focus on properties at the highest risk of market-rate conversion, ensuring they are preserved, renovated, and protected for long term affordability.

We carefully analyze the current tenant base, verify household incomes, and assess property conditions to fully understand each community. From there, we identify the most impactful renovations and improvement strategies—both physical upgrades and community-focused enhancements—to ensure stability and a better living experience for residents.
